Chapter 12 - The Heir Victor Crane Chose

Claire Bennett stared at the bank records.

Forty-eight million dollars.

Transferred into a company bearing her name.

She looked at her mother.

“You think I knew?”

Rebecca shook her head immediately.

“No.”

Naomi remained cautious.

“The documents name you as director.”

“I’ve never heard of Mercy Holdings.”

Marcus displayed the incorporation papers.

“Your signature appears here.”

Claire leaned closer.

“That isn’t my signature.”

Ava believed her.

But belief wasn’t evidence.

“Where were you three months ago?”

Claire frowned.

“Seattle.”

“What happened there?”

“I accepted a consulting job.”

“For who?”

“Logistics company.”

Marcus looked at Naomi.

“Name?”

Claire said, “Mariner Global.”

Rebecca went pale.

“What?”

Claire turned.

“You know them?”

Rebecca sat down.

“Victor owned Mariner subsidiaries decades ago.”

Claire looked sick.

“They recruited me.”

Ava asked, “Doing what?”

“Supply chain security.”

“What did you have access to?”

“Shipping schedules. Container tracking. Port databases.”

Naomi cursed.

Crane had not needed Claire emotionally.

He needed her professionally.

She had been placed inside a logistics company unknowingly.

Used as a clean identity.

Ava asked, “Did you sign employment paperwork?”

“Yes.”

“Digital?”

“Mostly.”

“Enough for them to steal your signature.”

Claire covered her face.

“Oh God.”

Marcus continued searching.

“Mercy Holdings purchased warehouses in four ports.”

Ava remembered Crane’s words.

Ports.

Police departments.

Customs offices.

The Northbridge network was only one branch.

Crane had prepared Claire as the legal face of his replacement structure.

Without her knowledge.

Or consent.

Rebecca whispered, “He wanted her to inherit it.”

Ava shook her head.

“Not exactly.”

Everyone looked at her.

“He wanted investigators to think she inherited it.”

Marcus understood.

“If he disappeared, the paper trail leads to Claire.”

“Exactly.”

Naomi stared.

“A fall person.”

Rebecca’s face changed from horror to rage.

“He used my child.”

Claire looked at her mother.

“He never stopped.”

Ava remembered her father hiding evidence in a bracelet.

Rebecca hiding Claire.

Everyone had spent nineteen years protecting children from consequences created by adults.

That ended now.

Marcus said, “We can prove Claire was framed if we get Mariner’s internal records.”

“Where?”

“Headquarters in Seattle.”

Ava frowned.

“Too far.”

Naomi said, “Federal warrant.”

Marcus shook his head.

“Crane’s arrest will make his network start deleting everything.”

Ava said, “Then we need access now.”

Claire slowly raised her hand.

“I still have remote access.”

Naomi stared.

“To the company system?”

“Yes.”

“You’re authorized?”

“I’m employed there.”

Marcus smiled.

“That helps.”

Claire logged in.

Files began appearing.

Shipping manifests.

Payment records.

Security exceptions.

Then a folder marked EXECUTIVE CONTINUITY.

Claire clicked.

A photograph appeared.

A man in his forties.

Polished.

Handsome.

Ava recognized him.

Mayor Thomas Bell.

Northbridge’s popular three-term mayor.

The man who suspended Naomi.

The man who supported Sloan publicly.

Rebecca whispered, “No.”

Marcus opened the file.

Thomas Bell was listed as “Continuity Director.”

Naomi stared.

“Crane’s replacement.”

Ava felt the entire case change again.

Mayor Bell wasn’t compromised by Crane.

He was being prepared to become Crane.

Documents showed meetings stretching back eleven years.

Payments to campaign consultants.

Real estate companies.

Political donations.

Crane had gradually transferred legitimate influence to Bell.

Marcus said, “He launders corruption through politics.”

Ava continued reading.

One file contained plans for a major redevelopment project.

Northbridge Harbor Renewal.

Billions in public and private contracts.

Ports.

Warehouses.

Shipping lanes.

The perfect infrastructure for Crane’s national network.

Naomi said, “Bell needs Crane gone now.”

“Why?”

“So he can inherit everything without the old man controlling him.”

Ava remembered the fire at the records building.

Crane hated fire.

Who used fire?

Sloan.

Maybe.

But the church attack had looked like Sloan.

The archive fire?

Perhaps Bell.

Marcus checked communication logs.

“Bell visited headquarters twenty minutes after the sting began.”

Ava looked up.

“He knew.”

“He may have been the person who warned Wade.”

Naomi’s face hardened.

“Then Bell framed Ava.”

“And suspended you.”

“Because we threatened him.”

Claire clicked another folder.

Inside were security recordings.

One from city hall.

Audio.

Mayor Bell speaking with Raymond Sloan.

Three days earlier.

Bell: “The Mercer operation ends before Monday.”

Sloan: “Crane wants her alive.”

Bell: “Crane is finished.”

Ava’s skin chilled.

Bell continued:

“If Ava Mercer reaches the old ledger, she becomes a problem for all of us.”

Sloan: “And the captain?”

Bell: “Discredit her.”

Sloan: “Vale?”

Bell paused.

“Vale knows too much.”

Then the recording ended.

Naomi looked at Ava.

“This is enough to arrest him.”

Marcus shook his head.

“Federal prosecutors will want verification.”

Ava said, “Bell controls part of the city.”

“He doesn’t control federal court.”

“Crane had federal contacts.”

Marcus rubbed his face.

“I know.”

Ava looked toward Claire.

“Any recent communication?”

Claire searched.

One scheduled meeting.

Mayor Bell.

Tomorrow.

9:00 a.m.

Northbridge Civic Center.

Public announcement for the harbor project.

Naomi understood.

“He will be surrounded by cameras.”

“And security.”

Marcus added, “And hundreds of civilians.”

Ava stared at the event details.

Bell believed Crane’s arrest had removed the old threat.

Sloan was in custody.

Vale was hospitalized.

Patrick was injured.

Ava was publicly disgraced.

Bell probably believed he had won.

That arrogance was useful.

“We don’t arrest him quietly.”

Naomi looked at her.

“What are you thinking?”

Ava smiled.

“He destroyed my reputation in public.”

Marcus groaned.

“I already dislike where this sentence is going.”

Ava pointed at the press event.

“So we correct the record in public.”

The next morning, Mayor Thomas Bell walked onto the Civic Center stage.

Behind him stood giant screens displaying architectural renderings of the future harbor.

Hundreds of journalists attended.

Bell smiled confidently.

“Today marks a new beginning for Northbridge.”

Ava stood backstage wearing civilian clothes.

Naomi beside her.

Marcus held the federal warrant.

Claire and Rebecca watched from a secure location.

Bell continued.

“We have faced a difficult week involving disturbing allegations inside our police department…”

Ava almost laughed.

He was about to blame her again.

“…but our city will not be defined by the actions of a few corrupt officers.”

The screens behind Bell flickered.

His smile disappeared.

The harbor image vanished.

A video began playing.

Bell’s own voice filled the auditorium.

THE MERCER OPERATION ENDS BEFORE MONDAY.

Journalists erupted.

Bell turned toward the control booth.

“What is this?”

The recording continued.

CRANE IS FINISHED.

IF AVA MERCER REACHES THE OLD LEDGER, SHE BECOMES A PROBLEM FOR ALL OF US.

Bell stepped away from the microphone.

“Turn that off!”

Ava walked onto the stage.

Every camera moved toward her.

Bell stared.

“You.”

Ava stopped five feet away.

“You told the city I was corrupt.”

Bell’s face tightened.

“This is illegally obtained—”

Marcus entered.

“Actually, Mayor, that argument can be made in court.”

He held up the warrant.

Thomas Bell looked toward the exits.

Federal agents appeared.

Naomi stepped beside Ava.

Bell laughed.

“You think this changes anything?”

Ava watched his mask fall.

The friendly mayor disappeared.

Something colder appeared.

“You caught Crane,” Bell whispered. “Congratulations.”

“And Sloan.”

“And now me.”

“Yes.”

Bell smiled.

“Then who is running the ports?”

Ava felt something tighten in her chest.

Bell continued.

“Who controls customs access?”

Marcus said, “Stop talking.”

Bell ignored him.

“Who controls the men Crane never met?”

Ava understood.

The network did not have a single replacement.

Bell was one piece.

Before she could respond, every phone in the auditorium buzzed.

Emergency alerts.

Naomi checked hers.

Her face changed.

“What?”

Ava looked.

PORT OF NORTHBRIDGE CLOSED AFTER EXPLOSION.

A second alert.

Fire.

Multiple shipping containers.

Possible hazardous materials.

Bell smiled.

“You should go.”

Ava stared at him.

“Why?”

“Because whoever ordered that explosion just told you something.”

“What?”

Bell leaned close enough that only she could hear.

“I was never the heir.”

He nodded toward Claire’s photograph displayed on Marcus’s tablet.

“She was.”

Ava’s blood went cold.

Then Bell whispered:

“And Victor Crane knew she wasn’t innocent.”
