Chapter 4 - The Black Budget Directive

The contractor's confession hung in the humid air of the kennel like toxic gas. A scrub. In the lexicon of special operations, that meant Marcus Dole and his reconnaissance unit hadn’t been overrun by Taliban fighters in the scrub brush of Kandahar. They had been intentionally erased by a coordinate strike to keep a multi-million-dollar defense procurement scandal from ever reaching the Senate Armed Services Committee.
"Parker, search his kit," I ordered, my pulse hammering in my ears while Thor remained frozen like a stone gargoyle above the contractor's trembling throat.
Parker, his hands still shaking from the close-quarters ambush, knelt down and rifled through the downed operator's tactical rig. He pulled out two flashbang canisters, three zip-ties, an encrypted satellite radio, and a laminated operations sheet stamped with a scarlet header: OPERATION CERBERUS RECOVERY - EXCLUSIVE EXECUTIVE AUTHORITY.
"It's signed by Whitfield's liaison," Parker said, his voice cracking as he read the fine print under the dim beam of his penlight. "They had clearance to incinerate the kennel facility if the extraction failed. Mercer, they’ve got a chase plane sitting on the tarmac at Brown Field right now. If this squad doesn't check in within ten minutes, they aren't sending MPs—they're sending an airstrike or a hazmat clean-up crew to torch the building and claim it was an electrical fire."
I looked at the three dogs. Ares was pacing near the breached doorway, his nose tasting the air outside; Zeus had returned to my side, his coat flecked with the contractor's blood, standing perfectly steady. Thor remained glued to the man on the floor, waiting for the one word that would end the operative's life.
"We don't have ten minutes," I said, sliding my blade back into its sheath. "Tie them up with their own zip-ties. Stuff their mouths with kennel rags. We're taking my truck."
"Taking your truck where?" Parker asked, frantically securing the downed men to the heavy steel support beams of Kennel B. "Every highway patrolman, naval investigator, and gate guard in Southern California will be hunting you by sunrise. You'll be branded an armed fugitive who went rogue with classified military property!"
"They already branded Marcus a traitor after he died," I snapped, clipping heavy nylon patrol harnesses onto Thor, Ares, and Zeus with practiced speed. "They won't get the chance to do it to me. Parker, you have two choices right now. You can stay here, let them zip-tie you to the pipe, and play the helpless victim who got overpowered by a deranged female captain and three killer dogs... or you can come with me and clear Marcus's name."
Parker looked at the unconscious contractor, then looked at the dark eyes of Thor, who turned his head slightly toward him as if weighing his soul.
"My truck is parked behind the motor pool," Parker said, pulling a set of heavy keys from his pocket. "It’s a flatbed F-350 with a contractor’s shell on the back. It’s got an auxiliary diesel tank and no GPS transponder. Your truck is already flagged in the base registry."
"Good man," I said. "Now move."
We loaded the dogs into the rear bed through the rain, their claws scratching lightly against the steel ribbed floor of the truck. They moved without a sound, their military conditioning overriding their trauma the moment they realized they were back on an active operation.
As Parker threw the truck into gear and rolled off the blacked-out base through an unguarded agricultural perimeter gate, my phone—sitting inside a signal-blocking Faraday sleeve in my pocket—vibrated against my thigh.
I pulled it out and slid open the seal. A single encrypted text message lit up the cracked screen:

THE SHEPHERD IS DEAD BUT THE FLOCK REMEMBERS. MEET AT MILE MARKER 44. JOSHUA TREE. BRING MARCUS’S GHOSTS.
There was no signature. But attached to the message was a low-resolution photograph of Marcus Dole wearing his desert camouflaged utilities, laughing beside a younger Thor when the dog was nothing more than an oversized, floppy-eared pup.
