Chapter 18 - The Cleansing of the Fifth Family

Two weeks after the pavilion opening, the historic Five Families Commission of New York convened its final, extraordinary assembly in the private boardroom of the Manhattan Yacht Club.
The forty surviving syndicate elders, corporate logistics bosses, and shipping magnates sat around the grand circular mahogany table.
Gabriel Varrick sat at the head of the room, wearing an immaculate bespoke navy suit, flanked by Marcus Brody and Chief Assistant US Attorney Sarah Jenkins.
Gabriel laid the certified federal compliance charters and the newly ratified New York Harbor Sovereign Labor Accord onto the center of the table.
"For seventy years," Gabriel declared, his voice ringing with absolute, unchallenged authority, "this city’s waterfront was governed by fear, extortion, and the poison of men like Salvatore Marcone."
The forty council elders listened in dead, breathless silence.
"That era is permanently over," Gabriel continued, his gaze sweeping across the room. "Under this accord, every commercial terminal, every container line, and every logistics contract will operate under complete federal transparency, fair labor standards, and community healthcare funding. Any family that resorts to violence or extortion will face instant, total corporate liquidation."
Old Don Moretti, the seventy-eight-year-old elder from Staten Island, stood up slowly, raising his right hand in formal decree.
"We ratify the accord, Don Gabriel," Moretti announced with deep, unreserved respect. "You brought honor back to the harbor. We follow the house of Varrick."
